We’re giving old tires new life.
Every year, MMSB’s Used Tire Management Program keeps over 500,000 tires out of landfills. Used tires are processed in an environmentally responsible way, helping extend landfill life, protecting our natural landscapes, and reducing harmful pollutants.

Used Tire Management Program
Since 2002, Newfoundland and Labrador’s Waste Management Regulations have banned highway tires from landfills. Through our return-to-retailer program, residents can easily and responsibly dispose of their used tires—diverting them from landfills and keeping our province clean.
In accordance with Newfoundland & Labrador’s Waste Management Regulations, a one-time environmental levy is applied when purchasing any new highway tires in our province. When you buy a new vehicle, the levy is applied to all tires (including the spare) and incorporated into the vehicle’s cost. This levy ensures tires are managed in an environmentally-responsible manner once they’ve reached end of life.

Returning Your Tires
When you buy new tires, you can leave your old tires with the retailer – at no cost. In fact, even if you’re not purchasing new tires, you can bring up to 4 used tires to any tire retailer in the province, as long as they meet recycling criteria and it’s during regular business hours. Residents can also drop off tires for collection by MMSB at any of the waste drop-off sites in Eastern, Central, and Western Newfoundland.
Used tires must be in whole form, free of mud and debris, and must have the rims removed prior to being taken to a tire retailer or other collection location.

Recycling Tires, Building the Future
MMSB offers a local recycling solution for used tires in Newfoundland and Labrador. Collected tires are processed at Coastal Tire Recycling’s facility in Conception Bay South, where they’re turned into Tire Derived Aggregate (TDA).
TDA is made by shredding old tires into small pieces and is used in various civil engineering projects. It’s commonly used in road construction, transportation infrastructure, building projects, and even landfill design—giving old tires a new purpose while supporting local industries.

Tire Suppliers and Collectors
The Used Tire Management Program is part of Newfoundland and Labrador’s Waste Management Regulations, which bans the disposal of program tires in landfills. This program ensures tires are collected and processed in an environmentally sound manner.
The program applies a one-time environmental levy to new highway tires (rim size 24.5 inches or less). Tire Suppliers are required to collect and remit the levy to MMSB. Also, Tire Suppliers must accept used tires from consumers at no additional charge.

No. A consumer only pays the recycling levy once – when the tire is first purchased.

Any individual consumer can leave their used tires with any tire retailer in the province free of charge. A recycling levy is only charged to the consumer on the sale of a new tire.

Yes, if the tires are included in the Used Tire Recycling Program (used tires from passenger vehicles, light trucks and medium truck tires) and are in the proper condition for recycling (in whole form, free of mud and debris, and must have the rims removed).
For bulk tire collection (more than 50), contact Hebert’s Recycling Inc. (709-747-4789) to schedule pick-up. Tires must be accessible by truck and separated from other garbage. -
Any tires classified for ATV, off-the-road, forklift, and other industrial purposes are not included in the Used Tire Recycling Program. Contact your local landfill operator for information on disposal.

Used tires from passenger vehicles and light trucks (PLT), as well as medium truck tires (MTT), can be recycled as part of the Used Tire Recycling Program.
Used tires must be in whole form, free of mud or debris, and must have the rims removed prior to being taken to a tire retailer, or to any of the bulk waste transfer facilities in Eastern, Central, and Western Newfoundland. Used tires cannot be recycled with the rims on. -
When you buy new tires, you can leave your used tires – at no cost – with the tire retailer. Even if you are not purchasing new tires, you can bring any used tires you have, in manageable quantities (4-5 tires), to a tire retailer during their regular business hours.

MMSB proudly has an in-province recycling solution for used tires in Newfoundland and Labrador. Used tires collected in this province are processed into tire derived aggregate (TDA) by Coastal Tire Recycling at a facility in Conception Bay South.
TDA is an engineered product made by mechanically shredding scrap tires. It is used in a broad range of civil engineering applications, the majority of which occurs in the construction industry for projects such as road building and repair, transportation infrastructure, commercial and residential building, and landfill design and construction.
